PROBLEM TO BE SOLVED: To provide an active matrix substrate capable of suitably forming a thick insulating film around an organic semiconductor film of a thin film light-emitting element without injuring the thin film light-emitting element. SOLUTION: In the active matrix substrate having a plurality of pixel electrodes, the insulating film is disposed on the surrounding of each of a plurality of the pixel electrodes, the insulating film includes a first insulating film made of inorganic material and a second insulating material which is formed on the first insulating film and is made of inorganic material, and the active matrix substrate is characterize by having a two-step structure consisting of the first insulating film and the second insulating film.
