PROBLEM TO BE SOLVED: To provide a bulb type toner fixing heater capable of directly heating a medium to be fixed, and to provide an image forming apparatus using the heater. SOLUTION: The toner fixing heater Hha is provided with a tubular bulb 1 and an outer tube 2, the tubular bulb 1 is equipped with a 1st airtight long tube (la) having a 1st sealing part (1a1) at each end, a 1st lead member (1b) derived from the 1st sealing part (1al) and an incandescent filament (1c) arranged inside the 1st tube (1a) and also connected to the 1st lead member (1b) through the 1st sealing part (1a1), and the outer tube 2 is equipped with a 2nd long vacuum tube (2a) with gas exhausted and having a 2nd sealing part (2al) at each end and with the tubular bulb 1 stored inside, and also, equipped with a 2nd lead member (2b) derived from the 2nd sealing part (2a1) and connected to the 1st lead member (1b) of the tubular bulb 1 through the 2nd sealing part (2a1).
