PROBLEM TO BE SOLVED: To provide a lightweight steel transverse member with sufficient strength, and a method and a system for manufacturing the same. SOLUTION: A steel sleeper 10 comprising a first member B1 constituting one side and a second member B2 constituting the remaining side is manufactured by performing caulk-joining so that joined portion of the first member B1 with the second member B2 forms a self-reinforcing portion. A manufacturing system comprises a first member forming unit 40 to roll-form the first member B1 in a predetermined shape, a second member forming unit 50 to roll-form the second member B2 in a predetermined shape, and a joining unit 60 to caulk-join the first member B1 with the second member B2.
