PROBLEM TO BE SOLVED: To provide a transmission system for a TDMA mobile communication system, which improves the transmission efficiency by eliminating unnecessary signals occupying the buffer. SOLUTION: A base station has a function of scheduling transmission signals to be transmitted from the base station to a terminal 400 at the time of their arrival at the base station from a communication network, a function of storing a plurality of signals which cannot be scheduled when arriving at the base station, a function of selecting and scheduling signals meeting the condition for a vacant schedule from the signals stored for each frame, a function of transmitting scheduled signals to the terminal 400, a function of abandoning stored signals in the case that they cannot be transmitted within a time informed from a higher-order station (communication network 100), a function of measuring/storing a signal abandonment condition, and a function of abandoning signals at the time of their arrival at the base station on the basis of the signal abandonment condition.
