PROBLEM TO BE SOLVED: To transfer a recording video about alarm in a monitoring recording device at a remote place to an outer device automatically at the occurrence of the alarm. SOLUTION: When an alarm is generated from an alarm generating device 103, the information is sent to a function controller 110 after an alarm receiving unit 109 receives the alarm. After receiving by the function controller, the function controller takes out a video image from an image buffering unit 108.
