PURPOSE: A sintering alloy for cutting tool that is suitable for obtaining high toughness and wear resistance at the same time as a tungsten carbide based alloy containing carbide and nitride is provided, and a cutting tool using the same is provided. CONSTITUTION: The tungsten carbide (WC) based sintering alloy with high toughness and wear resistance comprises 20 to 65 wt.% of tungsten carbide (WC); 20 to 60 wt.% of at least one or more of carbides or carbonitrides comprising one or more of elements selected from elements of groups 4a, 5a and 6a on the periodic table; and 10 to 30 wt.% of metal binder phase formed of transition metals, wherein the elements composing the carbonitrides or carbides are at least one or more elements selected from Ti, Ta, Mo, Nb and Zr, and wherein the tungsten carbide based sintering alloy comprises 20 to 50 wt.% of TiCN in which a ratio of TiN(TiC/TiN) is 0.25 to 0.95, 10 wt.% or less of carbide, and a balance of transition metals formed in a Co-Ni binder phase.
