The exhaust gas recirculation rate is regulated in coarse steps to the desired value. After coarse regulation, a fine regulation is carried out to determine if the exhaust gas recirculation rate has achieved a predetermined accuracy. If this accuracy is not achieved, fine adjustment is performed on the inlet and/or output valve operation of a combustion chamber in question.
