PURPOSE: A planar surface heater and a curing method of cold weather concreting using planar surface heater are provided to maintain constantly the temperature of concrete by improving a structure of the planar surface heater. CONSTITUTION: A planar surface heater includes a fabric member, a first compound yarn, a second compound yarn, a conductive resin, a cover sheet, and a connector. The fabric member has a predetermined area. The first compound yarn and the second compound yarn are formed with a cotton yarn and a metal yarn. The first compound yarn and the second compound yarn are formed on both sides of the fabric member. The conductive resin is formed on the fabric member. The cover sheet(140) is used for covering the conductive resin. The connector(150) is connected to the metal yarn.
