<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit making it possible to develop, using a conventional method, software running on a control circuit, when a special-purpose integrated circuit and a control circuit controlling it are integrated on one semiconductor chip. <P>SOLUTION: The semiconductor integrated circuit, in which a function circuit 11 as the special-purpose integrated circuit and the control circuit 13 controlling it are integrated on one semiconductor chip, has a group of terminals which output signals to be output from the function circuit 11 to the control circuit 13, and has a function input switch circuit 16 by which signals corresponding to a group d of signals including reset signals and command signals to be output from the control circuit 13 to the function circuit 11 are input from the outside.
