PROBLEM TO BE SOLVED: To provide an image forming apparatus and a fixing device capable of reducing power consumption. SOLUTION: The image forming apparatus includes a magnetic flux generating means 36 of generating magnetic flux by energization, an induction heating member 10a which generates heat with the magnetic flux generated by the magnetic flux generating means to heat an unfixed image on a recording material by the generated heat, a temperature detecting means 33 of detecting the temperature of the induction heating member, temperature control means 40 and 41 of controlling the temperature of the induction heating member to predetermined target temperature on the basis of information of the temperature detecting means, heat generating rate changing means 63 and 64 of changing the heating generating rate of the induction heating member, and a density detecting means 12e of detecting information regarding the density of an image to be formed on the recording material. Then the heat generating rate changing means changes the heat generating rate on the basis of the information of the density detecting means. COPYRIGHT: (C)2004,JPO
