PROBLEM TO BE SOLVED: To provide a device preventing reduction of working force or clamping force given to a working tool or a clamping tool sliding on a rotating face plate due to centrifugal force and reinforcing working force, feeding force and clamping force by using elastic energy accumulated in a spring by preload. SOLUTION: A mechanism accumulating deformation energy of the spring in a centrifugal force direction is provided on the working tool or the clamping tool sliding on the rotating face plate. The spring is deformed in a direction opposite to a direction of operation of a feeding device or a clamping device. When the face plate rotates and each device operates, elastic energy of the spring is simultaneously acted on the devices to control centrifugal force and reinforce accelerating force, working force or clamping force.
