PROBLEM TO BE SOLVED: To provide a method of forming a curing coating film which has equal performance (for example, fouling resistance and adhesiveness with a base material) as the case of using a high pressure mercury lamp by overcoming problems occurring when an ultraviolet emitting device is used as a light source of the high pressure mercury lamp (for example, the necessity of a high voltage power source, lowering of quality, danger to workers), and which requires shorter coating film curing time per unit area compared to the case of using the high pressure mercury lamp of 100 V specification. SOLUTION: In the method of forming the curing coating film, the base material is coated with an ultraviolet-curing type coating agent containing a photopolymerizable resin and a photopolymerizing initiator having absorbency at 380 nm or more, is then irradiated with ultraviolet rays by using an ultraviolet emitting device having a low pressure mercury lamp as the light source, and thus the coating film is cured.
