PROBLEM TO BE SOLVED: To provide a purification filter, reduced in production cost by using wastes and suitable for eliminating sludge in water, particularly from sewage to be discharged and its production method and a purification device. SOLUTION: In this purification device, a filter material 5 comprising laminated paper with one side coated with a resin layer 16, or cellulose fiber 11 formed by splitting crushed matter of laminate, is gathered between a pair of water-permeable faces traversing a water flow path, and a gathering part of the filter material 5 is used as the purification filter 1.
