PROBLEM TO BE SOLVED: To provide a soil improving machine and a soil improving system capable of performing fluidization treatment work in addition to soil improving work. SOLUTION: This soil improving machine is provided with a body frame 202; a mixing device 240 provided on the body frame 202 and having a housing 241, a lead-in port for sediment and a soil improving material, first and second discharge ports, first and second closing members for opening/closing the first and second discharge ports respectively, and a water supply pipe 253 for supplying water into the housing 241; a hopper 210 provided on one side in the longitudinal direction of the body frame 202; a carrying conveyor 215 for supplying received sediment to the mixing device 240; a soil improving material feeder 220 for feeding the soil improving material to be mixed with the sediment; a discharge conveyor 230 extending toward the outside of the machine from the lower part of the second discharge port of the mixing device 240; and a power unit 225 provided on the other side in the longitudinal direction of the body frame 202.
