<P>PROBLEM TO BE SOLVED: To predict the volume of traffic every single year, and to build up a network for accommodating the predicted volume. <P>SOLUTION: The build-up of a WDM network is conducted by the following procedure. At Step 1, an average of traffic required in a current fiscal year is estimated based on an error between estimated traffic in a preceding year and traffic to be accommodated, and demand patterns of P kinds of traffics are prepared suitably. At Step 2, a WDM network capable of accommodating P kinds of demand patterns of x times is built up with an extended ADD algorithm. Following operations are repeated until the WDM network is provided with a tolerance over a traffic variation. At Step 2.1, an optical cross connect OXC arrangement is conducted.
