PROBLEM TO BE SOLVED: To further shorten a time required for setting to a target position by shifting relatively a disk type optical recording medium and a luminous flux in the direction of a radius of the disk type recording medium more than conventional one, in an optical disk device. SOLUTION: Noise can be eliminated by providing a period in which a cross timing detecting signal (S2) is not received from the time when the cross timing detecting signal (S2) is detected, also interpolation of the cross timing detecting signal can be performed accurately detecting the cross timing detecting signal by taking a long detection window 1n a normal mode, and taking a short detection window in an interpolation mode. Thereby, an optical disk recording and reproducing device in which a time required for setting to a target position by shifting relatively a disk type optical recording medium and a luminous flux in the direction of a radius of the disk type recording medium is further shortened is obtained.
