PROBLEM TO BE SOLVED: To provide novel DMC (double metal cyanide) catalysts useful for the preparation of polyether polyols.

SOLUTION: This DMC catalyst contains at least one double metal cyanide compound, at least one ligand of an organic complex containing no fluorine atom and at least one ligand of a fluorine atom-containing complex.
