PROBLEM TO BE SOLVED: To fix toner satisfactorily without decreasing a paper transport speed even in the case where paper is thick or a large amount of toner is attached to paper, in a fixing device of an external heat system. SOLUTION: Two or more pairs of rollers, each consisting of a fixing roller and a pressure roller pressed against each other, are disposed in a paper transport direction. The fixing roller 41a of the roller pair located most upstream in the paper transport direction is pressed against a first heat roller 43 incorporating a heating element 432 whereas the pressure roller 42a is pressed against a second heat roller 44 incorporating a heating element 442. On the other hand, the fixing roller 41b and pressure roller 42b of the roller pair other than the roller pair located most upstream in the paper transport direction are provided so as to be freely pressed/separated against/from the first heat roller 43 or the second heat roller 44.
