PROBLEM TO BE SOLVED: To provide a film feeding device capable of performing appropriate disposal when abnormality occurs by detecting whether or not the abnormality occurs in the case of feeding film, and to provide a camera. SOLUTION: The film feeding device which winds the film by rotating a take-up spool and also rewinds the film by rotating a rewinding fork engaged with a cartridge shaft is equipped with: a clutch mechanism PGM switchable to a transmission state where the driving force of a rewinding driving source is transmitted to the rewinding fork and an interruption state where the transmission of the driving force is interrupted; clutch switching devices (4, 16 or the like) holding the mechanism PGM in the interruption state when the film is wound and switching the mechanism PGM to the transmission state when a command to rewind the film by the driving source is given; and a detector SW2 detecting the state of the mechanism PGM. In the film feeding device, the detection output of the detector SW2 is confirmed in response to a command to wind the film, and winding the film is allowed by deciding that a situation is normal when the mechanism PGM is in the interruption state and is inhibited by deciding that it is abnormal when the mechanism PGM is in the transmission state.
