PROBLEM TO BE SOLVED: To provide a hydraulic supply and discharge system for improving the operating stability of a hydraulic actuator by preventing the mixture of air therein. SOLUTION: The VVT hydraulic actuator 1 supplies or discharges oil from an oil pump 4 via an OCV 5 to a VVT advance-side hydraulic pressure chamber 2 and a delay-side hydraulic pressure chamber 3. In the VVT hydraulic actuator 1, a discharge end 40a of a collective drain oil passage 40 for discharging the oil gets into the oil in an oil pan 6. The OCV 5 has a first end chamber 35 connected to an advance-side drain oil passage 18 via an advance-side sub-drain oil passage 41 and a second end chamber 36 connected to a delay-side drain oil passage 19 via a delay-side sub-drain oil passage 42.
