PROBLEM TO BE SOLVED: To connect pipes to a water tank stared with water. SOLUTION: A flange 30 is bonded on an outer surface of the water tank 2. After the flange 30 is bonded with designated strength, a horizontal valve 38 where a passage is led to a horizontal direction and a vertical valve 39 where a passage is led to a vertical direction are mounted on the flange 30 via a T-shaped branched connecting pipe 36. The horizontal valve 38 is opened, and then, a drilling tool 40 is inserted therein. While the vertical valve 39 is opened, a circular hole is opened into a wall of the water tank 2 with the tool 40 is inserted. Fine drilled chips of the wall are discharged downward through the vertical valve 39 together with discharged water. Then, the vertical valve 39 is closed, the tool 40 is pulled out to a position closer to an outlet direction rather than the horizontal valve 38, and the horizontal valve 38 is closed. Further, the tool 40 is removed, and a pipe 48 is connected with the valve 38 or the valve 39. COPYRIGHT: (C)2004,JPO
