PROBLEM TO BE SOLVED: To provide a low pressure packing casing for a nuclear reactor having reduced leakage from a horizontal joint. SOLUTION: Packing ring carriers 120, 122 formed separately from the casing are provided to prevent thermal deformation load from being transmitted to the horizontal joints 124, 126. In this embodiment, the packing ring carriers are fit in place in pre-machined grooves 128, 132 in the casing rather than being directly welded to the casing. According to another optional feature of this invention, the vent or seal steam flows in 236 or flows out 238 at only one of the bottom quadrants rather than the entire bottom half so that the packing case design can be simplified to reduce fabrication and material costs.
