<p><P>PROBLEM TO BE SOLVED: To press down a paper sheet loading board raised in a sheet feeder, without requiring a strong force. <P>SOLUTION: When a shaft 224 is moved downward, a fixed rack 230 and a gear 220 rotate the shaft 224 in a direction indicated by an arrow. A one-way clutch 222 rotates in a direction indicated by the arrow to transmit the rotation to the gear 220. When the gear 220 and an oil dumper 240 are engaged, the oil dumper 240 applies a load on the rotation and movement of the shaft 224.
