摘要 PROBLEM TO BE SOLVED: To provide an optical device and a method of manufacturing the optical device in which the miniaturization is possible and the productivity is high. SOLUTION: The optical device 1000 includes a light active element part 100 and a light passive element part 200 formed on a same substrate 10. The light active element part 100 includes a device layer 120 arranged on a projection 20 positioned on the substrate 10 and electrode layers 110 and 130 arranged on one face of the substrate 10 and the device layer 120. The light passive element part 200 includes a waveguide layer 210, the waveguide layer 210 has a two-dimensional photonic crystal structure in which columnar holes 220 are periodically arranged, and a line defect 230 which functions as a waveguide is formed in the two-dimensional photonic crystal structure.
