PROBLEM TO BE SOLVED: To provide a printing plate cylinder, the printing contents added by each of which can be minutely registered to a matter to be printed by freely engaging and disengaging the phase of a printing reference position with and from the phase of a rotary shaft, especially which can lighten the burden of an operator at the use of an initial operation of the printing plate cylinder and which can contribute to prevent environments from polluting, and its manufacturing method. SOLUTION: The printing cylinder is equipped with a cylindrical plate cylinder main body 21, on the outer peripheral surface of which the printing reference position K is formed, a pair of end plates 22 provided at both the end parts of this plate cylinder main body 21 and bolts 23 for mounting each end plate 22 to both the end parts of the plate cylinder main body 21. The bolts 23 is so constituted as to mount each end plate 22 to the plate cylinder main body 21 so as to peripherally correspond a key groove 22c, which is provided on each end plate 22 and is acceptable with a key 13d provided on the rotary shaft 13a, to the printing reference position K.
