The invention relates to power engineering, in particular to wind-power engineering. The inventive energy complex comprises helio-absorbing ground and water surfaces, which are embodied on three subsequent energetic levels, a translucent heat-insulation covering in the form of one or two layers, a drafting pipe provided with a hydroturbine which is arranged therein and connected to an electrogenerator and a powerful heat accumulator in the form of an exothermal equipment and water surfaces, and a multibranche agri-industrial production is located in a closed translucent space. Said complex can also comprise a heat accumulator in the form of hollow cylindrical supports which are filled with heat-accumulating material and at least four wind-guiding walls, an auxiliary aerodynamic wind-wheel disposed near the top external section of the drafting pipe and an controlled auxiliary drafting pipe made of airproof corrugated, on the horizontal section thereof, material. The energy complex also uses a device for injecting free electrons into a hot-air flow.
