<p><P>PROBLEM TO BE SOLVED: To ensure stable conduction property in a through-hole region without causing any step difference in the through-hole with respect to a multilayer substrate having the through-hole into which a conductive pin like member such as an input/output pin and lead pins of various devices is inserted. <P>SOLUTION: The multilayer substrate 10 is one on which a plurality of sheet like base members 12A, 12B, 12C, 12D, and 12E are laminated. At least one among the plurality of the sheet like members has one or two or more of single layer parts 12a on which another sheet like base member is not laminated.
