PROBLEM TO BE SOLVED: To provide a battery controller for controlling limitation of charge/discharge depending on the magnitude of charge/discharge power. SOLUTION: A battery 6 connected with battery cells 19n is provided with a first decision means (S7) for making a decision whether a cell voltage Vn is not lower than a first overcharge comparison voltage V<SB>1</SB>or not, and a second decision means (S5) for making a decision whether the cell voltage Vn is not lower than a second overcharge comparison voltage V<SB>2</SB>higher than V<SB>1</SB>or not. Second charge limitation means (S14-S16) for limiting charging power of the battery 6 when the cell voltage Vn is not lower than V<SB>2</SB>are also provided. The second charge limitation means controls the limitation of charging power depending on the time T<SB>1</SB>required for the cell voltage Vn to reach V<SB>2</SB>from V<SB>1</SB>.
