PROBLEM TO BE SOLVED: To safely and inexpensively decompose a halogenated organic compound in a substance to be treated comprising a solid substance polluted with the halogenated organic compound such as dioxins to detoxify the same. SOLUTION: Sugars are added to the substance to be treated comprising the solid substance polluted with the halogenated organic compound and this substance to be treated is heated to decompose the halogenated organic compound.
