PROBLEM TO BE SOLVED: To develop a sintering method for incineration ash obtained from sewage dewatered sludge or city waste or for a lightweight fine-grained material using the incineration ash as the raw material, and to increase the possibility of the application of the incineration ash and lightweight fine-grained material to new uses. SOLUTION: A mixture (a) comprising incineration ash obtained from sewage dewatered sludge or city waste and boric acid or borax or a mixture (b) comprising a lightweight fine-grained material using the incineration ash as the raw material and boric acid or borax is fired in the range of 600 to 1,100°C, so that a sintered product can be obtained. A compact can be fired and sintered by a boric acid content of about 5 to 19 wt.% to the incineration ash, and a compact having suitable water holding properties and water permeability can be fired and sintered by a boric acid amount of about 5 to 13 wt.% to the lightweight fine-grained material.
