PROBLEM TO BE SOLVED: To provide thermally developable compositions including toner compounds which contribute toward increasing photographic sensitivity and enhance thermal processing latitude and storage stability particularly in aqueous photothermographic materials.

SOLUTION: The thermally developable compositions include non-photosensitive reducible silver ion sources and reducing agent compositions for reducible silver ions and further include certain quaternary phthalazine compounds.
