PROBLEM TO BE SOLVED: To improve the quality of the B-VOP in MPEG-4 coding in which a B-VOP (Video Object Plane) exists.

SOLUTION: A sequential position of front movement detection with a movement detector 1 is modified to entry sequence of VOP and SAD values to detected the front motion vector is memorized by SAD memory 3. A mode discriminator 7 judges with encoding as a not-coded macroblock only what has a small variance from reference VOP about macroblock of P-VOP and only what has small SAD value of macroblock of same position of B-VOP which refers to the same VOP.
