PROBLEM TO BE SOLVED: To provide an image processing apparatus such as a digital camera whereby a user can execute post quantization of encoded data by easily setting optimum post quantization conditions.

SOLUTION: The user optionally operates an operation section 107 to set the post quantization conditions such as the number of layers, the number of resolution levels, the number of components, and the number of tiles. A preview control section 111 allows a decoder 109 to partially decode and expand encoded data and to generate the same image data as image data after the post quantization according to the set post quantization conditions through loop control of the decoder 109 or rewrite of header information of the encoded data according to the set post quantization conditions. A display section 104 displays the image data. The user confirms a degree of deterioration in the displayed image and revises the post quantization conditions so as to be able to set the optimum post quantization conditions.
