PROBLEM TO BE SOLVED: To provide an image encoder, an image encoding method, and an image encoding program whereby deterioration in the image quality of the encoded image data can be suppressed even when the encoded bit rate is decreased in hybrid encoding.

SOLUTION: The image encoder 1 adopting hybrid encoding resulting from combining prediction encoding using motion compensation prediction by a motion vector and a conversion encoding using a conversion coefficient to encode image data, includes: a prediction error arithmetic means 3a; a conversion coefficient assignment code amount arithmetic means 3b; an encoding efficiency evaluation arithmetic means 3e; and an encoded mode selection means 3f and is configured that the image data are encoded in an encoding mode selected by the encoding mode selection means 3f.
