PROBLEM TO BE SOLVED: To readily actualize soil improvement using seawater or ocean deep layer water without dilution. SOLUTION: The soil improvement is actualized using at least one kind of a fermentation material biodegradable with a microorganism and seawater or ocean deep layer water, applying the fermentation material to soil, spraying the seawater or the ocean deep layer water in a stock solution as it is without dilution and then carrying out shallow plowing operation on the surface part of soil.
