PROBLEM TO BE SOLVED: To provide an electronic voting system which realizes both of identification and security of anonymity to be required in the case of utilizing the electronic voting system in elections, etc. in which strictness is required in electronic voting by online using a telephone which is widely spread and easy to operate. SOLUTION: In the system consisting of: an exchange; a reception device connected with the exchange via a telephone line; a plurality of voting devices connected with the exchange via the telephone line; and a plurality of telephone terminals connected with the exchange via the telephone line, a qualified voter calls the reception device, personal identification is performed by the reception device and after that, a call is transferred to the voting devices and voting is performed. Since the exchange selects the voting device at random when the call is transferred from the reception device, the anonymity is secured since correspondence between the reception device and the voting device is not fixed and correspondence between a name of the qualified voter and the voting contents can not be grasped.
