<p><P>PROBLEM TO BE SOLVED: To enable a poll observer to easily watch a voter and know the state of operation of a voting machine. <P>SOLUTION: The voting machine T comprises a card reader/writer part 22, a voting procedure part 23, an operation state detection part 24 and an operation state indication lamp 25. The card reader/writer part 22 reads out voting qualification information indicating whether a voting right is granted or not from a voting card storing information. The voting procedure part 23 determines whether a voting right is granted or not according to the voting qualification information, and if determining a voting right, accepts a vote to create vote data indicating a vote result. The operation state detection part 24 detects operations of the card reader/writer part 22 and voting procedure part 23, and detects the state of operation of the voting machine T according to the detection results.
