<p><P>PROBLEM TO BE SOLVED: To provide an operational control system for preventing drunk driving in such a way as to ensure the prevention of drunk driving by a person different from a right driver by checking if a driver on duty is drunk, and to issue an alarm noticeable from the outside if he/she is drunk or to prevent the driver from obtaining a key for driving a vehicle which he/she drives. <P>SOLUTION: The system includes an identifying means 1 for identifying a driver driving the vehicle; a database 2 storing driver information; a matching means 3 for matching information obtained from the identifying means with the driver information stored in the database to identify the driver; an alcohol detecting means 4 for detecting alcohol that could be contained in driver's exhalation; a determining means 5 for determining whether the driver is allowed to drive based on information obtained from the identifying means and information obtained from the alcohol detecting means; and an alarm means 6 and/or a determining means for issuing an alarm based on information coming from the determining means.
