<p><P>PROBLEM TO BE SOLVED: To carry out filtering even to explosively increasing URL without necessitating research of the contents of relay request destination beforehand. <P>SOLUTION: A search target character string is extracted from the URL received by a proxy operating part 11 from a client 2 by using sectioning marks at a URL analyzing part 15. The search target character string and the keyword stored in a keyword storing part 12 are collated by a keyword collating part 13. When the keyword is contained, relay rejection is instructed to the proxy operating part 11 by the keyword collating part 13. When they are not contained, the acquiring of the URL contents is instructed. HTML data received by the proxy operating part 11 is analyzed by a META data analyzing part 17 and the search target character strings are extracted. When the keywords are contained, relay rejection is instructed to the proxy operating part 11 by the keyword collating part 13.
