Hydraulic binder comprises Portland cement, usual sulfate and aluminum components and further additives. The binder has an adhesive pull strength of at least 0.15 N/square mm under the action of water for 40 hours and an adhesive pull strength of not more than 0.10 N/square mm under the action of aqueous sulfate solution and/or aqueous solution of an aluminum salt having a pH of 12.5 for 40 hours. An Independent claim is also included for a process for reducing the cohesion of a layer made from a set binder produced from the above binder.
