The device has a sleeve-shaped outer conductor (1) and a contact journal (2) axially movable within the outer conductor that can be moved from an out of operation position defined by a stop to a working position against the force of a spring. The stop that defines the out of operation position of the contact journal is an annular spring (4) fixed in an inner ring groove (5) of the outer conductor and engaging around the periphery of the contact journal.
