<P>PROBLEM TO BE SOLVED: To provide an information recording and reproducing system of high reliability and a large capacity, by which stable signal quality is secured and stable reproduction can be performed in all of recording positions on inner and outer peripheries. <P>SOLUTION: The recording region of the disk-like recording medium 1 is sectioned to a plurality of zones 2a to 2f sequentially contiguous with each other in a radial direction and clocks for recording and reproducing are allocated by each of the respective zones 2a to 2f.
