PURPOSE: An apparatus and a method for stabilizing power upon performing a refresh operation are provided to improve the stability of internal power by increasing power supply capacity upon performing the refresh operation. CONSTITUTION: A refresh detector(100) detects a refresh operation. A switch(300) controls short circuit between a first external power(VDD) and a second external power(VDDQ) by an output of the refresh detector(100). The switch(300) includes an inverter(200) and a MOS(Metal Oxide Semiconductor) transistor. The output of the refresh detector(100) is connected to an input terminal of the inverter(200). An output of the inverter(200) is connected to a gate of the MOS transistor and the first and second external powers(VDD,VDDQ) are connected to a drain and a source of the MOS transistor, respectively.
