PURPOSE: A device for transmitting a packet in a downlink of a multi-beam satellite communication system and a method therefor are provided to use the same PN(Pseudo Noise) scrambling code in all multi beams of a forward downlink satellite, and to share an orthogonal spread code set, thereby minimizing beam interference and increasing a system capacity. CONSTITUTION: A synchronization sub frame transmits a synchronization chip sequence having predetermined patterns through all sub carriers. All beams have the same synchronization chip sequence. The synchronization chip sequence is used for easily obtaining a downlink signal when a mobile terminal firstly receives a signal of a system, such that a user can estimate a channel state of a transmission link between a satellite and the mobile terminal as obtaining synchronization for a frame start point. A control sub frame transmits system information, user paging, and a control packet to the user. A traffic sub frame transmits a data packet, and informs the user of a used wireless resource, such that the user can receive the packet transmitted through the traffic sub frame.
