PURPOSE: A packetizing method of a video phone system is provided to adaptively control size of a packet to be transmitted by using PLR(Packet Loss Rate) information fed back from a network, and to packetize the controlled packet, thereby minimizing image quality deterioration of a receiving end. CONSTITUTION: A system initializes bit calculation variables(S301). The system codes the first macro block by a coder(S302). The system compares a bit amount with a variable transmission packet size(S303). If the bit amount does not reach the variable transmission packet size, the system configures the first packet size with a method of continuing a coding process of a next first macro block. If the bit amount reaches the variable transmission packet size, the system carries out a packetizing process(S304). The system receives fed-back PLR information(S305).
