PURPOSE: A broadcasting server system for protecting and managing digital broadcasting contents and an operating method of the system are provided to provide information about protection and management tools, control of utilization of contents and purchase information required for distribution of contents. CONSTITUTION: A broadcasting server system for protecting and managing digital broadcasting contents includes a subscriber database(101), an access controller(102) for generating access control information and a control signal based on subscriber information stored in the subscriber database, an additional data generator(107) for generating additional data including utilization control meta data(108), tool information meta data(109) and contents purchase information meta data(110), and a watermark inserting unit(103) for watermarking a media signal. The system further includes a media compression unit(104) for compressing the watermarked media signal, a media encoder(105) for encoding the compressed media signal, a multiplexer(106) for multiplexing the encoded media signal, a remultiplexer(111) for remultiplexing the multiplexed media transmission stream, the additional data and the access control information, and a scrambler(112) for scrambling the remultiplexed signals.
