PURPOSE: An applicator for applying a substance onto keratinous fibers is provided to comb and curl eyelashes and eyebrows easier and more effectively and to have no need for ascertaining the orientation of a core. CONSTITUTION: The applicator for applying a substance(P) onto keratinous fibers, eyelashes and eyebrows comprises a rod(4) having an end(4a) extended in a longitudinal axis(X); and a brush(5) fixed to the end of the rod. The brush comprises a core(10); and a bristle(11) extended from a bristle-carrying portion of the core. All spots of the bristle-carrying portion are at an angle of not more than 20 degrees(excluding 0 degree) to the longitudinal axis(X) of the end of the rod.
