PURPOSE: A long waste belt is exchanged without folding easily, reducing working time and cost and improving workability and efficiency. CONSTITUTION: In a device to wind a waste belt by rotating a driving roll, a driving portion(20) is mounted with a geared motor(21) in a frame. A driving shaft(28) and a driven shaft(29) are installed at a support in upper part of the frame. A hooking device(30) is mounted with a hydraulic device(31) on a base. A rotation cylinder(32) is hinge-connected to one side of the base. An up-down adjusting cylinder(33) is provided in lower part of the frame. A winding portion(40) is installed with a fixing jig and a winding roll.
