PURPOSE: A method for implementing an IPC function of an ATM switch block in a base station control system and a method therefor are provided to use TCP/IP and to abstract a lower network, thereby easily realizing IPC between boards and exchanging messages without a lower network layer or a lower protocol. CONSTITUTION: The first board transmits a ping message for checking a keep-alive mode to the second board(S1). If the second board transmits a response by checking whether the corresponding response is received, the first board confirms that the second board is still alive, and if a response message is not received from the second board, the first board repeatedly transmits the ping message for three times(S2-S5). If the second board still does not respond to the ping message even though the ping message is transmitted for three times, the first board closes a connection(S6). The second board transmits a re-connection request(S7).
