PROBLEM TO BE SOLVED: To provide a mobile wireless device and a transmission rate control method therefor which effectively utilize resources of a base station by reducing a transmission rate to the base station in the case of a transmission rate exceeding capabilities of application functions of the mobile wireless device. SOLUTION: Radio data is received through an antenna 10 by a radio transmission/reception part 11, and conversion to a data format, in which data is handled in an application function CPU part 15, and assembling are performed in a transmission system function CPU part 12. The transmission system function CPU part 12 outputs data to a data input/output part 17 of the application function CPU part 15 through a data input/output part 14. Data inputted to the data input/output part 17 is inputted to a decoding part 16 and is subjected to decoding processing in the decoding part 16 and is outputted to an input/output part 18 in a format suitable for decoded data.
